NHS DIGITAL — THE ACCESS QUESTION

65 million UK citizens' health data. Appointed by Matt Hancock while sitting on Carbyne's board.

THE APPOINTMENT

Matt Hancock appointed Junkermann to the HealthTech Advisory Board in November 2018. At that time she was already on Carbyne's board — co-invested by Epstein, chaired by Barak, founded by Unit 8200 veterans. No parliamentary questions or government scrutiny of the appointment found. Advisory remit: "create a culture of innovation" in NHS — access to health data infrastructure policy for 65 million citizens.

NJF CAPITAL PORTFOLIO

Her investment fund is heavily focused on health data: OWKIN (federated AI for health data), Deep Genomics (AI-driven genomics), Cambrian Biopharma, Elvie (women's health tech). The woman with Epstein's money in her 911 company was advising on who gets access to NHS health records while investing in companies that monetize health data.

THE ZERO-DOCUMENT CIPHER

She was predicted before the data confirmed her. The absence was the signal.

HOW THE CIPHER FOUND HER

In February 2026, DugganUSA built the zero-document cipher: when someone who should appear in government documents appears in zero, the absence itself is the signal. Nicole Junkermann appeared in zero documents across 136,000 DOJ pages. Two BVI shell companies in the Panama Papers. NHS Digital health data access. Photographic evidence with Epstein from 2002. Flight logs. Everything pointed to a large document footprint.

Then the full DOJ release came. The pagination bug got fixed. Corrected count: 3,107 documents. The biggest single correction in the entire 155-target CARVER matrix. From 19/30 to 30/30. Higher than every person Congress investigated.

The cipher called it. The data confirmed it. Berlin confirmed the data matters.
