Methodology: Joint Publication 5-0 — Course of Action Analysis
JP 5-0 (Joint Planning) defines Course of Action analysis as the evaluation of adversary options to determine their Most Likely Course of Action (MLCOA) and Most Dangerous Course of Action (MDCOA). Originally designed for battlefield commanders, this framework applies directly to intelligence network analysis: what will each node do when pressured, and what is the worst-case scenario if they act decisively?
Each target is scored 1-10 across four dimensions. Total score /40 indicates overall threat-response capability. Higher scores demand more analytical resources and contingency planning.
